Regulation No 44/2001, with its predecessor the Brussels Convention, is one of the most successful pieces of EU legislation; it laid the foundations for a European judicial area, has served citizens and businesses well by promoting legal certainty and predictability of decisions and is used as a reference and a tool by other instruments. The recast of this Regulation is therefore of considerable importance. The proposal in question does not include any substantive amendments other than those identified as such. As regards such changes and the codification of the unchanged provisions of the earlier acts together with those amendments, the proposal contains a straightforward codification of the existing texts, without any change in their substance, in order to ensure a more efficient and rapid recognition and enforcement of judgments in civil and commercial matters."@en1
