"Madam President, a child’s sensitive psyche faces a number of negative impacts from external digital media, especially the internet, from an early age. It is often the case that when engaged in innocent surfing more than a third of children come into contact with material that is highly inappropriate and of a violent or sexual nature which is harmful to child development; they are also exposed to bullying. As a physician, I firmly believe that we should effectively prevent such a high level of danger and adverse influence which children face on the internet by means of an adequate interconnection of legal, technical and educational measures. The best remedy is adequate prevention, and we must therefore educate minors to protect themselves from these risks so they do not become easy prey to abusers and paedophiles who may be lurking around the internet. In this respect the inclusion of media education for parents and teachers in primary and other schools in the form of special seminars would certainly help."@en1
