"Mr President, whenever there is a political debate on a budget, to protect the budget we have no option but to defend our policy positions and explain why we have made these proposals. We cannot do otherwise. The debate has begun. A Council meeting will be taking place in a few days’ time and in the Council all we can do is explain our reasons, so that the budget is not cut and no harm is done to Union policies. As we have already said a number of times, we have no alternative. Those are the powers available to us in the debate on budgetary policy and all we can do is work with Parliament to try and protect certain headings and a political strategy aimed at a more integrated Europe. I cannot see that we can do otherwise, because the debate is primarily a political one. It is not a technical debate, it is political and we need to move forward. We are at a watershed and we need to push on towards a more united Europe – as far as I am concerned towards the United States of Europe as our ultimate objective – and the budget is one of the instruments for achieving this."@en1
