"Mr President, there are two particularly key headings in the next Financial Perspective. One of these, as we have said, is Horizon 2020, in which there will be a lot of investment, this time aimed at research applied to industry, since we believe innovation is the key element, although every section of the budget talks about innovation. Following that, something of great importance is small and medium-sized enterprises. The political message – and I would like to thank Parliament for the support it has given to me personally and the European Commission – is the COSME Programme. This commits 2.5 billion euros to the competitiveness of small and medium-sized enterprises – including for the internationalisation of these businesses – for venture capital and the tourism sector. So these are the two instruments, obviously on top of what can be done with the Cohesion Fund, the Structural Funds and the European Social Fund. Commissioner Hahn has on a number of occasions emphasised the strength of his commitment to helping small and medium-sized enterprises, including with the forthcoming Financial Perspective. So we can safely say that our action to provide help for our industrial and enterprise policy is spread across the whole budget. When we talk about industrial policy, we are obviously not just talking about major manufacturing industry but also about small and medium-sized enterprises. Anyway, the two most important headings are the 80 billion for Horizon 2020 and the 2.5 billion for COSME. We could also mention the funds destined for the GALILEO project which, despite the fact that it constitutes major infrastructure, is an industrial policy project that has helped to put our space industry at the cutting edge. As you know, we launched two more satellites in October. All the calls for tender to make the satellites are complete, and these satellites will also allow entrepreneurial and industrial activities to develop because of the services they can provide on the ground. So if we look carefully and in detail at the budget put forward for the Financial Perspective 2014-2020, there is plenty in there for industrial policy. I mentioned the first two of the most important headings, but there are other examples, including agricultural policy, where industry and enterprise in the agricultural sector can be helped. So I would say that, both with the Europe 2020 strategy and with the latest document on industrial policy, there has been a change, which will inevitably be converted from theory to practice through the budget. From this point of view, we are determined and, with Parliament’s support, I think we should see some positive results."@en1
