"Mr President, Europe and the euro area have lost their vision of their future. This report tries to rediscover that vision and for that I welcome it. To that end, this Parliament’s position as regards the report drawn up by Ms Thyssen will have to be taken into account in the final text in December. Very briefly, as regards its main pillars, I should like to stress the following. As regards banking union: this is now fundamental and this Parliament is making a serious effort here. As regards fiscal union: it cannot exist without serious measures to combat tax fraud and tax evasion, nor can it exist if the tough effort on public finance discipline is not linked to coordinated management of the States’ 20- or 30-year debt, stabilising the cost and making it possible to relaunch the economy. This is, moreover, Parliament’s proposal when it debates the Two-Pack. The third pillar, economic union: today that stands empty and Europe needs two things. First a spur for growth, once we have reached a clear decision as to how to recreate productive capacity within Europe, which implies a review of external trade policy in an era of globalisation and of the industrial aspect of its internal policy. Fourth pillar: increasing democratic legitimacy implies, in the short term, making it possible to impose democratic accountability upon the Troika, in particular accountability to this Parliament. As regards the last pillar, which we would like to add and which we would like to see expanded, it is not possible to deal with the future of Europe without placing due emphasis on a social and fundamental rights pillar, which at present European citizens do not have."@en1
