"Mr President, this report seeks to generate a regulation to restrict members of the public from purchasing, and to require notification concerning sales of, a large number of substances which are commonly used for legitimate purposes.
Unfortunately, the UK has extensive experience of the use of home-made explosive devices – for example, terrorists have used fertiliser as a basis for bombs for many years.
The UK does not need the EU to tell it how to manage the availability of such substances. This is a regulation which seeks to extend the power and dominion of the EU using the prevention of terrorism as a pretext. I and my UKIP colleagues will therefore vote against."@en1
