lpv:spoken text	". – Mr President, the harrowing images from Gaza are a stark reminder that children are most vulnerable when they are not at the centre of international human rights protection. Children need to feature much more centrally in our legislative and policy considerations at all levels; they are let down by public authorities and in so many ways their voices are not heard. Economic policies being pursued by governments and being promoted by the European Union give rise to countless cases of child neglect, which was clear from discussions at the Child Poverty Conference in Belfast last Friday. While the people of Ireland voted on 10 November to change the constitution so as to protect the rights of the child, the Dublin Government needs to adequately resource the essential support services for children and for families. But at least this was a step forward. However, the ease of international travel and the increase in international relations have led to a rapid rise in the number of international child abductions. This is why the Hague Convention on International Child Abduction is an important part of the international architecture for the protection of children, as it allows for abducted children to be speedily returned to their proper country of residence. However, there are concerns about the pace of resolution, some cases taking years to resolve while some are never resolved at all. The fact that the Council is blocking the accession of third countries is a scandal; it must be reversed. The Council is needlessly exposing children to risk and stands accused of not preventing child abuse."@en1
