". Mr President, I find the Council’s policy of procrastination particularly deplorable here. Child abduction is by definition a traumatic event, certainly for the children themselves and, in most cases, for the parents too. I am sure all of us will agree that we must at least improve the legal provisions which will enable a child to be returned as promptly as possible to the familiar surroundings of its habitual place of residence. The Hague Convention is one such mechanism which safeguards and upholds the rights of the child in these cases and helps both sides in cases of child abduction. We have two partners in the queue: Russia and Morocco, where dramatic cases routinely arise and are always extremely difficult to resolve. We could sort this problem out for the people concerned tomorrow, were it not for the Council – and let us be clear on this – playing what I see as an inadmissible power game in a wholly inappropriate area. The Council does not want the European Parliament to have any say in this matter. The Council cannot agree on certain matters, protracted negotiations – with Russia in particular – remain fruitless, and we cannot give the help we could give if the Hague Convention applied to these states. It would be very interesting to know how many children and parents have already been harmed by these delaying tactics on the part of the Council. I urge the Council to find something else to block. It is the fate of children that is at stake here! Please allow us to continue the procedure properly, with the participation of the European Parliament."@en1
