".
It is positive to note that the European Ombudsman’s mandate has been broadened and now includes possible maladministration in the framework of the common foreign and security policy. It seems that there is still a failure to guarantee that the EU institutions not only respect their legal obligations but are also service-minded and ensure that members of the public are properly treated and enjoy their rights fully. The rising number of complaints also reflects the fact that the European Ombudsman now has the competence to act in response to maladministration and illegal behaviour without maladministration being automatically restricted to unlawful activity. There is undoubtedly more work to be done in respect of the Office of the European Ombudsman, including in terms of raising its profile. As this report does not include any promising future plans to that end, I abstained from the vote."@en1
