".
Eider Gardiazábal Rubial has presented us with a report on innovative financial instruments in the context of the next multiannual financial framework (MFF). This is a subject of major importance, not only because this an opportune time to discuss it – we are currently preparing the MFF for 2014-2020 – but also in terms of its content. With the crisis still ongoing, and in view of the challenges facing the EU in achieving the objectives set in the Europe 2020 strategy, all ways of increasing the EU’s financial resources without imposing an excessive burden on the budgets of Member States are to be welcomed. In fact, to stimulate economic growth and job creation, we need more support for small and medium-sized enterprises so that they can become more innovative and competitive and embark upon a process of internationalisation. Considering that this is quite a complex subject, I agree with the Committee on Budgetary Control on the need for good coordination in the targeting of financial instruments so that the beneficiaries are not always the same, and I therefore voted in favour."@en1
