Financial instruments are a tool of choice for the rational management of public funds: by increasing the impact of every euro invested, they encourage sound management and the success of the programmes we implement. This text points out that, although we support these innovative tools, they must be used in an appropriate and transparent manner. European taxpayers have the right to know how their money is used and they must not be kept out of the loop because of excessive technical details or an overly complex legal framework. I therefore voted in favour of this report, which underlines these fundamental requirements."@en1
