"Mr President, it is unfortunately the case that the security forces in Cambodia continue to use excessive force against protesters, whether they are environmental or human rights activists or peaceful demonstrators. The case of the 14-year-old girl, Heng Chantha, shot dead by the security forces in May 2012, is particularly sad. There was not even an investigation into the circumstances of her death. Repression prevails and the rule of law is unknown.
This is illustrated by the forced evictions. Sugar barons and companies are appropriating the land of Cambodian smallholders for the cultivation of sugar. One reason for this is the huge profit to be made from duty-free exports to Europe. We need action here and not just words. We should suspend the open trade policy for as long as forced evictions continue to take place in this country."@en1
