Mr President, this summer, I visited Cambodia at the invitation of the Khmer Anti-Poverty Party. I was able to see for myself the extent to which social inequality and rampant corruption contribute to poverty and impoverishment and how the still unreconciled past continues to haunt people. Cambodia, which more or less acts as a supplier to Western consumer society, deserves our attention and our particular support.
Only if democracy and the rule of law are restored does the country have a future. I, myself, observed the extent to which political initiatives are hindered by the administration, freedom of speech and assembly are virtually non-existent and any political activity is undertaken at great personal risk. The forthcoming elections, which Europe must observe very carefully, can be recognised as democratic only if people enjoy a minimum of freedom of speech and assembly before the elections. Only then will the candidates for political office stand a fair chance."@en1
