Russia should of course act as a full member by fulfilling all the obligations that membership entails. This also applies to France, which is selling Mistral vessels to them. In the Baltic Sea and SECA, strict UNCLOS and EL directives apply concerning the maximum permissible sulphur content of marine fuels.
