Russian membership of the WTO is having a positive effect on the economy. Free trade is important within Europe; however, it is also important outside Europe. Russia should of course act as a full member by fulfilling all the obligations that membership entails. This also applies to France, which is selling Mistral vessels to them. In the Baltic Sea and SECA, strict UNCLOS and EL directives apply concerning the maximum permissible sulphur content of marine fuels. Taking Mistral vessels into the Baltic Sea will not have a positive effect on either its biological or its political environment.
