"Mr President, I too would like to welcome the Commission’s proposal to increase the use of innovative financial instruments. Their introduction has been beneficial and has enabled the Union to stimulate investment in the real economy. Their visibility needs to be improved to make it possible to achieve the Union’s strategic objectives.
I would underline the fact that the continued development of innovative financial instruments will help to achieve smart, sustainable and inclusive growth. However, the increase in the number of instruments is posing many challenges in the areas of regulation and governance. In this context, the legal framework plays a particularly important role, and it must be as simple and as transparent as possible.
At the same time, I would highlight the fact that we need to ensure that innovative financial instruments are attractive to public and private investors."@en1
