"The EU is rightly committed to global development, and we should all support the aims and ambitions of those populations who do not enjoy our resources and prosperity. However, development must not simply be aligned to per capita income: conditionality is key, necessitating a consideration of governance, democratic aspiration and institutional corruption. Such an approach enables a quid pro quo whereby more progress earns more aid. We must also aim for a more nuanced approach that treats each country on its own terms; for example, India, despite its low per capita income, remains home to some of the world's richest inhabitants and its government boasts ample resources to help the poorest citizens without current levels of EU intervention. If we therefore improve the targeting of aid and incentivise the delivery of domestic objectives, the EU can truly be instrumental in improving people's lives."@en1
