Bearing in mind the continuing increase in the mobility of EU citizens throughout the world and the problems of a legal or personal nature which they run into in third countries, I think that a directive on consular protection for citizens of the Union abroad is a very worthwhile thing, which will give our citizens greater assurance as to where to turn and who to talk to in a situation where an office of their country of origin is not accessible. I do not agree with those who warn that such assistance will be costly. The draft of this directive does not talk about encumbering anyone with additional tasks and outlay; what it says is that both EU citizens and Member States are to be provided with assurance and a legal framework for how to proceed. It is also worth stressing that greater coordination and a more effective division of tasks between Member States’ consulates will de facto lead to a reduction in costs. I am pleased that my opinion has found favour with the rapporteur and the numerous comments from the Committee on Legal Affairs have been considered in a positive light and incorporated into the final version of the report. I also hope that work at the Council will proceed so efficiently that our citizens will be able to take full advantage of the rights which EU citizenship confers as soon as possible."@en1
