We agree with the principle of cooperation between States, having regard to the objective of guaranteeing better consular protection for the citizens of the various European countries. It is known that Member States’ representation in third countries is very unequal and that, at the same time, there has been a significant increase in the number of Europeans travelling and living outside the EU. The Commission proposal is in line with the provision in Article 46 of the Charter of Fundamental Rights, which states that every citizen of the Union shall, in the territory of a third country in which the Member State of which he or she is a national is not represented, be entitled to protection by the diplomatic or consular authorities of any Member State, on the same conditions as the nationals of that Member State. Although we support the extension of this directive, we regret that, in her proposal, the rapporteur introduced unwarranted and unnecessary amendments as far as the proposal’s aim is concerned. We cannot support those amendments."@en1
