"Madam President, President-in-Office of the Council, Commissioner, two days ago here in this House we held a debate on the budgets for 2013 and, among other things, I highlighted the problems that we could have next year with payments if the Council does not accept the Commission’s proposal and Parliament’s position. Today in this debate on Erasmus, we are not talking about what could happen next year but what is happening now, and the reality is that, because the position of the Commission and Parliament was not accepted last year, this year if this is not resolved a large number of programmes, including Erasmus, could find themselves in trouble. The President-in-Office of the Council says that that is not going to happen, that there are not going to be payment problems: they told us the same thing last year and now we do not believe them. I am sorry, but they told us they were going to provide sufficient funds, that there would be no problems, and this year the Commission has had to put forward a EUR 9 billion amending budget. I believe that Erasmus is not in danger and that we are still in time to save it, which is easy to do: you simply need to accept the proposal of the Commission and Parliament so that this does not happen again."@en1
