". In October, 20 years on from the creation of the single market, the Commission adopted the Single Market Act II – ‘Together for new growth’. This document focuses on the development of networks that are fully integrated into the single market, the promotion of cross-border mobility for citizens and businesses, support for the digital economy right across Europe and the consolidation of social entrepreneurship, cohesion and consumer confidence. The single market in the transport, energy and communications sector makes it necessary to eliminate the discrepancies between the transport, energy and communications infrastructures of the States which acceded to the EU with effect from 1 May 2004 and the infrastructures of the other Member States. In addition, since the single market is based on the mobility of citizens, I request that the barriers to the free movement of Romanian and Bulgarian workers be removed. Finally, one of the medium-term objectives of the European Union and the Member States should be a shift towards e-government, especially in terms of its cross-border dimension. The implementation of electronic public procurement across the whole of the EU could generate savings of at least EUR 100 billion a year for public finances. I am in favour of supplementing the framework for the modernisation of EU public procurement standards by making electronic invoicing the standard method of invoicing in public procurement."@en1
