"I supported this report, which aims to improve the international competitiveness of small and medium size enterprises (SMEs) and reduce their administrative burden. Despite the fact that the administrative burden of businesses has dropped year by year, the Member States are facing serious problems in transposing EU legislation which causes an increase in administrative burden and costs. Therefore, it is necessary to find ways of implementing legislation more effectively to avoid duplication and the redirecting of operators between various authorities, which entail excessive costs. The purpose of bureaucracy should be the efficiency and development of the whole of society rather than merely the establishment of social positions for officials. In order to enhance the entrepreneurial spirit of individuals – I agree with the rapporteur – the EU should invest more in action plans aimed at introducing to citizens, especially young people and women, the nature of entrepreneurship and the alternatives to employment that it provides. The very foundation of the European economy should above all be enterprising individuals, and expanding the administrative structures is not the solution here."@en1
