"This own-initiative report is based on the Commission’s communication on ‘an Agenda for Change’, in which changes are announced to development cooperation policy. Over its 15 pages, the report contains both positive and negative aspects. The idea that the implementation of development policy should contribute first and foremost to combating poverty and exclusion is a cross-cutting approach. Important (but inadequate) consideration is given to the problem of food security, to the right of developing countries to regulate investment (particularly foreign investment), to the central role that public aid must continue to play, and to the need to assess the results of cooperation policy, among other issues. Furthermore, the trend towards an instrumental view of cooperation policy, involving its export to developing countries and the imposition of models in the plan for the state’s economic and social organisation, is undeniable. The assertions on market economy and the conditionality of assistance form part of this trend. Lastly, the references to tax havens, tax evasion and capital flight are totally inadequate. The same is true of the problem of policy coherence, which is insufficiently tackled."@en1
