lpv:translated text	"The rapporteur’s proposal to postpone the decision to grant discharge for the Council’s budget (2010) is once again based on the lack of transparency and presentation of accounts by the Council, which is the reason for the long-standing disagreement between the two institutions of Parliament and the Council. Without the Council’s response to the questions that Parliament needs answered in order to fully understand and close the Council’s accounts, the rapporteur is again refusing to grant discharge to the Council’s Secretary-General for implementation of the budget for the financial year 2010.
