This discharge had been postponed in May due to the lack of cooperation between the Council and the European Parliament. This is thus the second discharge report for 2010. Most of my colleagues and I supported this second report, although we were extremely disappointed that the Council did not respond to our questions. They related, in particular, to the costs involved in the creation of the post of High Representative of the European Union for Foreign Affairs and Security Policy and the budgetary implications of transferring Council staff to the European External Action Service."@en1
