"The fragmentation of passenger rights in the most important modes of transport, air, rail, waterborne and road transport, weakens passengers’ standing. Passengers, like all other consumers, are entitled to accurate and clear information and therefore the right thing to do to is to establish a minimum set of rights in all modes of transport. I consider it a priority clearly to establish passenger rights and service provider responsibilities. The harmonisation of legal rights in these four modes of transport will, in my view, result in the provision of equal responsibilities and conditions among transport operators who have previously not implemented many of the minimum passenger rights. The establishment of a list of minimum passenger rights represents just the first step in improving the situation in practice, since passengers encounter difficulties on a daily basis in enforcing their legal claims. I therefore consider that regular monitoring of the observance of rights and, above all, of the pursuance of passenger rights by national authorities is an essential logical step in the direction of a real improvement in the situation of passengers in the EU."@en1
