"The creation of a Single European Sky is an essential component in achieving the objective of a Single European Transport Area.
Back in 1999, it was agreed that the existing fragmentation of EU airspace into 27 national air traffic control systems should end, with airspaces being merged into more manageable units based on a specific number of Functional Airspace Blocks (FAB), in order to bring practical benefits: shorter flight times, fewer delays, fuel savings, better protection of the environment, and a reduction in air fares. Specifically, it means that implementation of the FABs and the deployment of the Single European Sky Air Traffic Management Research (SESAR) technology will result in flight times being shortened by approximately 10 %, 50 % fewer flight cancellations and delays, and a net saving in CO
emissions of some 50 million tonnes. These benefits clearly demonstrate why there is a need to create a Single European Sky.
Although 4 December 2012 is the deadline for completion of implementation of Functional Airspace Blocks (FABs) and SESAR technology, the results achieved so far are sobering, to say the least. The Member States do not wish to be reminded of their obligation to create a Single European Sky, which they entered into ten years ago. Due to the Member States’ lack of commitment, the target date for implementation at the end of this year cannot be achieved.
How can the EU present itself as a respected negotiating partner on an international level in the aviation sector – an area of transport where the international dimension is critically important – if its 27 Member States are unable to speak with one voice?"@en1
