The arrest, conditions of detention and subsequent death in custody of Sergei Magnitsky are evidence of a violation of fundamental human rights by a member of the Council of Europe, which has committed itself to fully respecting fundamental rights and all of the principles inherent in the rule of law. I therefore believe that visa restrictions for Russian officials involved in this case are a necessary and wholly legitimate foreign policy tool and a political signal of the EU’s concern about the frequent human rights’ violations in Russia."@en1
