"The purpose of the proposed European Year of Citizens in 2013 is to enhance awareness of the rights attached to Union citizenship. The year will mark the 20th anniversary of the establishment of citizenship of the Union. In all this time Union citizens have acquired a number of fundamental rights, including the right to move and reside freely within the territory of the Member States, and the right to vote and to stand as candidates in elections to the European Parliament and in municipal elections in their Member State of residence. At a time of economic crisis, it is absolutely essential to put Union citizenship and participative democracy at the centre of the political agenda."@en1
