"As the sole intermediary between citizens and the Union, in 2010 the European Parliament invited the Commission to announce 2013 as the European Year of Citizens on the occasion of the 20th anniversary of the Maastricht Treaty, which introduced the concept of Union citizenship. I welcome the European Year of Citizens in particular owing to the upcoming elections to the European Parliament to be held in 2014. In the past, we have been afflicted by a low turnout in elections to the European Parliament, which certainly contributes to the Union’s ‘democratic deficit’. I am convinced that the Year of Citizens will contribute to increased awareness and knowledge of Union citizens’ different rights and responsibilities, which should logically also encourage citizens to take part in democratic life. For these reasons, I support the European Year of Citizens and express the conviction that appropriate resources should be allocated from the budget to strengthen the active democratic participation of citizens in Union activities."@en1
