"The Treaty of Maastricht established Union citizenship in order to strengthen and enhance the European identity, and enable European citizens to participate actively in the European integration process. European citizenship should be understood as more than a mere legal status and take account of all aspects of life in a democratic society. The EU is the union of all of its Member States working together to improve the lives of their citizens. It is our duty to help them to exercise their rights to the full: the right to study, to work, to conduct a business, removing all obstacles, often of a bureaucratic nature, that create barriers and difficulties. We must continue to enhance participation by citizens in the European decision-making process, above all supporting the right of petition and the right to popular legislative initiative introduced by the Treaty of Lisbon."@en1
