"Madam President, in order to dig our way out of the financial crisis, everyone must fully understand the context behind job creation. In fact between 2002 and 2010, 85 % of all new jobs within the European Union were created by small and medium-sized businesses. The Commission must accomplish the aim to increase and help small and medium-sized businesses by ensuring that they have access to Structural Funds. These funds provide small and medium-sized enterprises with a source of money for the development and expansion of their businesses. The Commission must also promote more harmonisation between the Member States in order to enhance competition, which will further grow the economy. As part of this step towards more harmonisation, the Commission must also conduct a fitness check to review any existing erroneous or overbearing regulations. We need simple, clear and transparent regulations that are also predictable. These steps entail a long, time-consuming process, which is what we have now. That is why I say we need clear and predictable rules to a short deadline. We must work together to improve the job outlook and the European economy."@en1
