"Madam President, this report is the practical application of our wish to respect the rights of citizens, including disabled citizens, who choose to travel. The report recognises the need for a clearer definition of passenger rights and of key terms such as ‘extraordinary circumstances’. The publication of these rights would ensure that passengers are fully aware of what they are to expect from their carriers. Defining these rights would make it easier for both passengers and carriers. Passengers should know their rights and carriers must be more accountable to their passengers. This report calls for better infrastructure to make various modes of transport accessible for the disabled. Transportation services must comply with the design-for-all principle. They must make transportation available physically, and provide facilities for booking and information for help on a variety of matters. All transport modes should be ICT-accessible throughout all of the European Union. Introducing minimum accessibility standards would accomplish this goal."@en1
