lpv:translated text	"Madam President, first of all allow me to thank all my colleagues who worked very closely together to prepare this recommendation to the Council. I believe that this is an instrument which demonstrates EU value-based politics. This recommendation is also a clear message to those Russians who want Russia to be a country of the rule of law, and not of corrupt governance. Those guilty of causing Sergei Magnitsky’s death should be brought to justice, should not be allowed to travel to the European Union and should have their assets frozen here on EU territory. I would also like to call on the Member States and the EIS to take further necessary steps to implement this recommendation."@en1
