"Madam President, almost two decades have passed since the concept of European Citizenship was legally established, but still only 43 % of EU citizens claim familiarity with the term ‘citizen of the European Union’. They lack information and awareness of their rights: language barriers and the non-recognition of diplomas, degrees and qualifications are among the most common problems that EU citizens face on a daily basis. I therefore agree with the Commission’s initiative to declare 2013 the Year of European Citizens. I also fully support the rapporteur’s wish to have the scope of application of the Decision widened to focus on enhancing the awareness of citizens in order to allow them to make full use of their rights, and not just their right to move and reside freely. I also hope that the Year of European Citizens will not be another celebratory year but rather provide the foundation for a framework for the future policies, measures and actions needed to reinforce Union citizenship."@en1
