lpv:translated text	". I voted for this report as I believe that it is the right time to revise the financial system. The new regulation could help the Union to implement a more efficient Neighbourhood Policy. The new rules could bring many advantages, including greater flexibility and speed in payment of financial assistance to third countries. Moreover, the regulation provides for certain special measures for rapid payment in times of crisis as well as the reduction of administrative duties. I am of the opinion that the general objectives of the new regulation correspond to the global policy objectives of the Union. I would like to emphasise the fact that they also require respect for sound financial administrative principles. The simplification of procedures and rules is another positive element that will make it more attractive and more accessible."@en1
