"The EU’s VAT own resource will from now on be based on supplies of good and services as well as acquisitions and importations subject to a standard rate of VAT in every Member State. It is therefore based on the actual harmonisation that already exists in goods and services with a standard rate. The proposal also transfers to the Commission the calculations currently done by the Member States.
This own resource was created in 1970 to form a genuine own resource, under the assumption that a continuous process of harmonisation of the VAT legislation of the Member States would eventually result in the harmonisation of the national rates. That did not happen and the VAT own resource is currently another form of contribution from the Member States to the EU budget based on gross national income. I abstained on this proposal by the European Commission because it risks pushing for a harmonisation of increased VAT rates, in line with the proposals to increase VAT, wrongly described as ‘social’ by the right, in France, in exchange for a reduction in employers’ social contributions."@en1
