"Value added tax was conceived as the basis for calculating part of the EU contribution. In the meantime, the system for calculating own resources has become extremely complex, as a number of factors must be considered. A new proposal has now been presented for the calculation of own resources. There can be no objections to making adjustment to take account of the overseas territories or the specific VAT treatment granted in certain regions. The new standard percentages are, in effect, a way of punishing Member States with a lean administration. Furthermore, the largest share of calculations currently done by Member States would in future be moved to the European Commission. Both these aspects constitute a further step towards centralisation and undermine national competences, something which I vigorously oppose."@en1
