"This interim report lays down the broad guidelines that the European Parliament supports for the forthcoming negotiations with the Council on the multiannual financial framework. Firstly, all of the European Union’s programmes and policies must be covered by the framework. Flexibility must also be a key principle of the new financial framework so that the appropriations can be adjusted in line with changing situations and priorities. It is also important to get to an EU budget that is financed by own resources, in particular so that the national contributions can be reduced. Most importantly, I voted against the call for a single seat for the European Parliament. We must respect the Treaties and the strong symbol of Strasbourg as the seat of the European Parliament."@en1
