In the context of the current economic and social crisis, the multiannual financial framework must sustain and encourage those investments that favour the resumption of economic activities; in particular, it must demonstrate their added value in combating structural challenges faced by Member States, especially unemployment and poverty.
The new framework and the financial instruments must restore citizens’ trust in the European project by integrating Article 9 of the Treaty regarding the ‘horizontal social clause’, to guarantee a high level of jobs for the workforce and adequate social protection, to combat social exclusion and to promote a high standard of education, training and health protection.
Also, it is important to consolidate the administrative capability of the authorities responsible for implementing a cohesion policy for better administration of the Structural Funds, thereby influencing the governing capability of the public authorities. The Commission must allocate at least 20 % of the European Social Fund to promote social inclusion and combat poverty. At the same time I am calling, within the context of multiannual financial programming, for acknowledgement of the difficult situation for young people in the job market. I believe that we need to create a section for ‘Initiatives for young people’ as part of the European Programme for Social Changes and Innovation, with its own financial envelope of EUR 150 million."@en1
