"Faced with the Council, like every year, the negotiations are difficult, perhaps even impossible. Last year, Parliament eventually gave in. The result was that certain programmes now do not have enough money to last until the end of the year. The European Social Fund and Erasmus need an amending budget to be able to honour their commitments. This is a reflection of the Council’s inconsistency today: it begrudges adopting a budget that balances the commitment and payment appropriations, and it complains about the increase sought by the Commission and Parliament, yet through the Structural Funds the states receive most of the budget back into their territory. In any event, the negotiations on the 2013 budget are not finished and Parliament’s vote in plenary is clear: restore payment appropriations to the level proposed by the Commission and increase the appropriations for research and jobs for young people. It is now up to the Council to take this into account in order to move towards conciliation."@en1
