"Mr President, the EU’s multiannual budget must be fit for purpose. Without a proper budget we cannot deliver on agreed aims and policies, in particular those set out in the EU 2020 strategy. Indeed, the budget is one of the most effective instruments we have to help create growth and jobs across Europe. Those who argue that the EU budget should be cut or frozen must spell out which EU policies they would take out. I firmly believe that 25 % of the cohesion funds should be allocated to the European Social Fund. This could help co-fund initiatives to tackle the growing problem of youth unemployment, such as the Youth Guarantee. In that context I welcome the Irish Government’s commitment to prioritising the Youth Guarantee Scheme during Ireland’s Presidency. Youth unemployment is currently running at 30 % in Ireland. Finally, I do believe that the EU needs to tackle the issue of own resources, and I would like to see agreement on a Financial Transaction Tax."@en1
