"Mr President, I would like to thank the rapporteur for his report. I think he has found a good compromise. The 2013 budget has attracted a great deal of public interest. It is, after all, the final year of the seven-year financial framework. That is why the Member States are sometimes not entirely fair in their dealings with the European Union. In the final year, for example, a relatively large number of projects are still being submitted and need to be end-financed. The very same Member States which received rebates in previous years are now focusing very strongly on compliance with financial discipline in 2013. In my view, we should deal fairly each other. Most of the funding allocated by the European Union ultimately goes to economic development and innovation; in other words, the funding is put to good use. In that spirit, I trust that we will deal fairly with each other."@en1
