"Mr President, the last European Council confirmed that in the medium term there is a good chance that we will move in the right direction, but in the short term the priority is to come out of the crisis, and we therefore need some speed in decision-making, while abiding by the principles of social justice, respect for democracy and consistency in enforcement. For this reason, Mr Barroso, we must welcome this important decision by the European Commission to submit, today, the proposal for enhanced cooperation on the introduction of a Financial Transaction Tax, because the fact is that it is one of the few fair social measures we can adopt at this time. Consistency in enforcement is a principle which must apply at national and European level. You underlined this in the case of Greece, and rightly so, but to achieve consistency in enforcement, government commitments are not enough. Citizens must be convinced that their sacrifices will bear fruit, because without the citizens there can be no successful enforcement, and the Union can help in this by being true to its commitments."@en1
