"Mr President, Commissioner, ladies and gentlemen, although I believe that things are a bit better, the impression after this Council is that a sort of ‘Penelope’s shroud’ principle is being applied and we are being asked to return again to matters that we thought had been concluded. I would therefore ask in regard to the single supervisory mechanism, which is certainly a good compromise, what the Commission intends to do to put pressure on the Member States pushing for its entry into force to be postponed. What is going to be done to ensure that they adopt more reasonable positions? As many wise leaders have observed, time is money. We must acknowledge that some countries want more time, but not enough attention is being paid to the fact that we seem to be postponing indefinitely the adoption, and the final implementation, of any decision. In other words, I believe that the results achieved by the Council should be viewed positively, but I also believe that all possible efforts should be made to ensure that these results take immediate effect."@en1
