"Madam President, I am not sure if I understood my honourable colleague’s question very clearly. Cohesion policy benefits both: the beneficiaries of cohesion money and the recipients of this money, so I think both sides are beneficiaries. Member States who need these solidarity instruments also benefit, but the countries which contribute more to the European budget also benefit from this money. So we need to present this in the right way to European citizens, the taxpayers: there are no losers or winners from cohesion policy, but the whole Union – all 500 million people in our continent –benefit from cohesion policy.
