"Mr President, SMEs in the European Union employ approximately 75 million people and thus generate 70 % of all jobs. They also have enormous potential to create new jobs, especially when it comes to employing young people. It is evident from these facts that SMEs are the driving force of the European economy. These enterprises have an irreplaceable role to play in the battle against poverty and social exclusion and in achieving social stability, solidarity and integration. However, it must be stated that they still face too great an administrative burden. There are still a large number of obstacles in the way of starting up and expanding SMEs. These relate, above all, to limited access to financing and loans, insufficient transparency in managing Structural Funds in some Member States, burdensome regulation and the fact that entrepreneurs, especially women, are frequently not offered the help they need. Therefore, we must support SME start-ups, we must strengthen their competitiveness and, most vitally, we must take measures to reduce the administrative burden they face."@en1
