"Mr President, to my mind, the Commission’s proposed Agenda for Change raises many questions, chief amongst them the matter of how exactly the principle of differentiation is to be applied. The Commission’s wish is that, from 2014, the countries receiving EU development aid should be chosen purely on the basis of the criterion of per capita wealth. As Baroness Ashton has said, this is not just a matter of money; it merits a proper policy debate on how we define our priorities for international cooperation. And I do not think this differentiated approach is consistent with the spirit of the Cotonou Agreement.
I firmly believe that those ACP countries that have recorded good economic performances should be encouraged in their transition towards more sustainable growth; they should not be improperly penalised for having managed to secure growth through discipline, good governance and prudent economic policy."@en1
