"Mr President, 2013, the European Year of Citizens, should continue the work of raising citizens’ awareness of their rights stemming from their status as EU citizens, when they exercise their right to move and reside freely in another Member State, for instance as students, workers, job seekers, volunteers, consumers, young entrepreneurs or pensioners. I urge that those obstacles still preventing people from exercising their rights as EU citizens should be removed.
In this context, I would stress the importance of eliminating the barriers that stand in the way of the free movement of Romanian and Bulgarian workers. We cannot truly speak of European citizenship while barriers and differences exist between the citizens of Member States. That is why I ask that, no later than the first quarter of 2013, all barriers imposed by some Member States against Romanian and Bulgarian workers should be lifted. Facilitating the freedom of movement of persons and enhancing workers’ mobility are important means by which to address the consequences of demographic changes in the labour market."@en1
