"Mr President, the report on the European Year of Citizens mentions the most significant stages in the 20-year development of Union citizenship. In 1993 the Treaty of Maastricht introduced the concept of Union citizenship, and the Treaty of Amsterdam and then the Treaty of Lisbon in 2009 reinforced the rights associated with Union citizenship. The Union-related rights of citizens have expanded, but this is still not enough, in my view. What is needed above all for Union identity to become a reality is the trust of Union citizens. They must assert these rights, which are enshrined in the Treaties, in practice too. The institutions, chiefly the Commission and Parliament, must strive to engage in dialogue with citizens. We must ensure equal opportunities and rights for all citizens.
I would like to draw the Commission’s attention to the fact that not all Union citizens will be able to exercise their rights properly until discriminatory legal provisions are erased from the legal systems of the Member States, without exception. As an example of this, I would like to mention the Slovak nationality law and the discriminatory parts of the Beneš Decrees."@en1
