"Mr President, ladies and gentlemen, 20 years after the establishment of Union citizenship – on 1 November 1993, with the Treaty of Maastricht – the European Commission has proposed that 2013 be designated the European Year of Citizens.
All European citizens can take an active part in the decision-making process by petitioning the European Parliament or applying to the European Ombudsman. It is essential that we give a higher profile to the web portals ‘Europe direct’ and ‘Your Europe’ as part of a one-stop-shop system for information on the rights of citizens of the Union, and to the existence and role of problem-solving tools such as SOLVIT or the protection provided by consulates, which we shall be discussing this very week.
Support for research and innovation are objectives to be met in connection with the Europe 2020 strategy. However, the text does not pay enough attention to the unfair competition which can result from the free movement of persons and the mobility of workers and undertakings between Member States with different tax systems and administrative regulations. For this reason, I shall abstain."@en1
